If I recall correctly, his eyes are basically a portal to a dimension of pure kinetic energy, hence the infamous "lasers from the punch dimension." I'm pretty sure they're only solid once they actually hit something, so that's like asking if a laser pointer has significant recoil.

In the very first issue Cyclops forced more energy out which just looked like his whole head was kamehaha'ing the shit out of Magneto's forcefield.

I don't think he is in the same weight class as Black Bolt, or even Havog. But he can fuck some things up real bad if he wants to.

Actually I want to know more behind his ability.
Is that a laser? A focused force beam? What does it to to the human body? Does it burn? What's in the visor he wears that blocks it?
Is it even explained?

Or is it the same magic that prevents people turning into stone when medusa looks at them through some type of glasses?

I shit you not there's a movie where they befriend medusa and gave her glasses to prevent her turning people into stone.

Black Bolt is basically a god, dude is super strong and can rearrange matter
Havok absorbs and converts cosmic energy, in the past he couldn't control his powers unless he wore his suit, but nowadays he only needs it to focus his blasts in a specific direction.
Cyclops problem is that even though he has unlimited energy at his disposal, he can't control it and his body can't handle his maximum output for an extended period of time without losing what little control he had left.

Writers focus on his strength and voice too much, I'm not entirely sure most even remember his base ability is to re-arrange matter. Last time I even recall it being used was the Inhumans mini about the humans going to war with them and BB letting Maximus take control so he could fake their destruction.

Havok at baseline is actually significantly weaker than Scott, it's that he can augment his power through use of "cosmic radiation" that he can hit harder. Scott originally required "solar radiation" to use his power but that eventually went away and he just blasts. Vulcan is genuinely more powerful than either brother. However, considering Scott basically can access his own personal power dimension he likely has the potential to be the most powerful of all 3 (similar to how Sentry has access to his own personal dimension of exploding stars to power himself).
