Let's see here:
In the Mirage Studios comics and the first Live-action movie, the Shredder does NOT have the resources to conquer the world, nor does he want to. He's just some mob boss, once Hamato Yoshi was dead, all he wanted was money. That's it.
In the 2003 cartoon, Shredder could in theory take over the world before the Turtles ever showed up. However, doing so might alert his homeworld to what he's up to and might never get a chance to conquer it due to the inferior weapons on earth. Better to make it back home first, conquer that planet and then rule earth.
In the IDW comics, Shredder was in stasis until only a few months or so before his enemies reincarnated as Turtles and a Rat. Destiny is the basic explaination there, and he had other rivals to take care of first before his conquest.
In the 2012 cartoon he's just some bitter asshole who wasn't interested in much outside of getting revenge. The only reason he did anything between his fight with Yoshi and the start of the series is that he suspected Yoshi might have been raising an army against him.
In the 2014 movie he did have a plan to take over the world, it just required the turtles to work. Without them, there was nothing he could do.

We don't know that he went straight there, but he was in a foreign land, with no friends or family to turn to, and no money, so you can piece together how it happened.

They had Bebop and Rocksteady's gang working for them, stealing the equipment they needed to build the Technodrome. The implication is that they've only just finished work on it by the time they first encounter the Turtles, so were in no position to take over the world before then.
