No her problem is that she's boring. The show is all over the place but it's at least interesting sometimes, that can't ever be said of FP except in her earliest appearances where she had potential to be cool.

Even then she had a direction she was heading to. Starts off as a naive sheltered girl with unchecked emotions and most of her episodes deal with that, then once she gets over this hurdle she becomes a good ruler to her kingdom. But like I said, the problem is she's a bore so it's hard to give a shit about any of this stuff happening.

FP's show is ending soon and she's never gotten that many appearances so a big character shift happening anytime soon seems unlikely, while Terra's show ended ages ago and the reboot is super wacky and shit, doubt it'll ever do much for her (but I don't watch TTGo much at all).

Lapis has the best chance, but even then the show has a hard time nailing down what her personality is or giving her enough screentime.
