Does the Riddler work as a batman villain or would he work better

Riddler works as a Batman villain, and would be hard to work for any other hero. He needs to be opposite to a Detective-type, which Batman is basically the only surviving example? If he even really is that, anymore.

Riddler works better when he's beating Batman by being a better detective.

They did interact, and they have no chemistry at all. Question isn't interested in Riddler's gimmicky logic puzzles, and Riddler wasn't interested in Question's zen riddles that were meant to have no answer.
