Spectacular is the best Mahvel show, followed closely by Earth's Mightiest Heroes followed by the rest (Iron Man Armored Adventures, honestly both X-Men cartoons were decent, probably something I'm forgetting here).

DC has Marvel beat though, and hard. You have BTAS which is more than just the definitive Batman show, it's the definitive Batman anything, period, the point from which all other adaptions draw from, from the 90's films to Nolan to the DCU.

Then you have the rest of the Timmverse (ESPECIALLY Justice League Unlimited), Batman The Brave and the Bold, Teen Titans, Young Justice, Justice League Go, fuck, the list doesn't fucking end.

Even the lesser DC projects are still miles ahead of Marvel.

One of the biggest reasons is that DC isn't as slavish about comic or movie synergy as Marvel is. Back in the 2000's, they'd have a Batman cartoon for every movie out, a Superman cartoon for Superman Returns, a Green Lantern cartoon for GL, etc., but those shows did their own thing and didn't just recreate the movies.

Most of the current Marvel cartoons are busy trying to ape the movies without knowing what made those movies good. Even though Spectacular recreated a few scenes from the movies, they still had a lot of comic book and animated material to draw for, and paid respect to those as well.

Honestly before X-men Evolution Marvel never had good cartoons so their current output is not surprising at all since they're putting everything into their movies now hence why the cartoons, games and comics are worse than they have ever been. He was an amoral man who forsake any sense of responsibility to rise to the top. His motto of "don't apologize" is the exact opposite of Uncle Ben's "with great power" schtick. He doesn't obviously think of himself as an evil man, just one that wants to succeed, no matter what.

Ironically, while crying about a villain not being sympathetic, you're presenting a very black and white view of the world. Not every villain needs to be sympathetic. Rarely anyone thinks of themselves as evil.

Not really. He started out as a corrupt businessman that framed his partner for a crime. He just happened to develop amnesia and couldn't remember what he did as the Green Goblin. It was never full split personality until the 90's series, and even then only the first Raimi movie did that. Norman elsewhere is portrayed as just as evil as Gobby.

I don't know if it was intentional but I like how Spectacular could play on Raimi's more sympathetic portrayal of Norman to keep this one's nature ambiguous.

I also liked how they made Sandman a bit sympathetic without using a sob story about his daughter or whatever. He was greedy, but also didn't want to kill senselessly and didn't believe in revenge.

Apparently, we might've seen him among other reformed villains or anti-heroes like Black Cat and Prowler in the future.
