Probably not. Because, fundamentally, the reason Logan was so good was that it was not a comic book film. It was a contemporary Western with Wolverine in it.

But once they are forced to hire talented people to actually try and make good movies again, we'll probably be seeing even better movies show up

Yeah. Directorial freedom works wonders. Logan, Nolan and Burton's Batman films, the contrast between BvS' two versions, Wonder Woman, and the original Iron Man are all evidence of that.
That's the issue though. The majority of the MCU and glorified commercials like Suicide Squad show that you don't need to have a great movie to make a profit. You just need to pacify people, and that's what the majority of superhero films are trying to do. They're not actually about something like Logan is.
