If someone told a random guy 30 years ago that an ordinary guy with clown makeup (not even particularly scary clown makeup) can be a compelling villain they wouldn't believe you.

The trick is to show him in his dumb outfit with his OTT voice and mannerisms, the people go "lol wtf" and then he kills a city block effortlessly or something. The whiplash would be so jarring he'd instantly be elevated as a threat and you'd take his histrionics seriously.
