Something to consider is that Himself's wager was that if they succeed then Alison thinks of him when she's offered the throne and if they fail then Cio is killed. Except if they fail there is no reason why they wouldn't be killed to begin with. The fail condition of the wager is nothing but motivation, what Himself really wants is the plan to succeed. So why the wager at all? Because he's a creature of formality. The king of all devils has to care, because what's a king without subjects under his control or an authority to exert?

I think it's more that Himself sees this as an action that has no negatives for him. Win or lose, everything is the same. He doesn't care, but by making people think he cares he can influence them.

I think the important thing to take away is what he asks of Alison if they're successful. It's not immediate, it hinges on Alison succeeding Zoss as the true King. I believe that Himself is trying to use Alison to alter the condition of his existence.
