I think that had to do not with him losing his power, but losing it while saving a flooded town, which almost killed him, and then on top of that he almost got lynched for "not helping". He was having nightmares about all the people he couldn't save because his powers went out the wrong time.

And he had no other hero to help him or his city, except Steel who almost got killed day one, and people like Luthor, Joker, etc were on full swing and taking advantage of the opportunity.

There's plenty of other reasons why the story is bad; its just INCREDIBLY strange that all the Bat-Family is somehow completely unsheathed by a plot that's seems to be about taking the powers/abilities of those who completely rely on them as though they were only superheroes for selfish reasons. A far better plot WOULD have been Batman losing his skill because, as far as this narrative of "but do we have the right?" he'd fall into the same hubris camp as Kyle and Wally.

And why is it Batman that they turn to? Wildcat, the Challengers of the Unknown, various government agencies, the League of Shadows, and a lot of other groups would be more than willing to foot the bill for helping everyone out.
