It was a story for the laughing fish aftermath. After he jumps to the harbor Joker is captured by Atlanteans, that are on their way to declare war on the surface for disfiguring the fish. He claims he is the King of the land and Arthur believes him. Then he turns the council against him saying that Arthur is a weak leader for not attacking the surface and they exile him.
