There's some history behind why gay/queer/etc. presence being representrdis important. Back in the day when gays were dying in the streets because nobody gave a shit about them enough to help. Only when AIDS became a straight problem did it get attention at all. That's objectively fucked up. It's why the original gay rights slogans were so adamant about being visible, "We're here we're queer", etc.

It doesn't have as much necessity these days, but by then it already spiraled into a "lifestyle" that younger or newer gays will latch onto for support. For that reason I think it's still important, but otherwise yeah it's fucking obnoxious when everyone else joins in to make noise just for noise's sake.

A fusion is a relationship.
When Jasper comes bakc and understands that Steven isn't Rose and what his situation is, she'll realize that he hasn't had any real guidance.
She decides to do what Rose was too lazy and dead to do, and raise Steven. In a way, she's spiting Rose, by becoming the mom she can never be. But the important part is that Jasper will act as a surrogate mom, and her stern but fair parenting will help Steven to grow up and fill Rose's lack of shoes as a leader.
Much like the sweet, nourishing milk of a mother helps a boy grow into a man, Jasper's relationship with Steven will help a scared, confused hybrid grow into the new Pink Diamond. And he'll also stop wearing sandals like a little fag in favor of combat boots that won't fall off at symbolic times.
Hence why their fusion is called Milky Quartz. Their relationship is the milk for a Quartz, from a Quartz, that will make him grow.

The Jaspeven Fusion needed to be milky quartz because jasper and rose have the biggest boobs aka quartzmilk bags and Steven carries his mother's genes, they also needed a healing weapon that is squirtable so that they will be able to heal Pink Diamond. Rose is barefoot.
One of Steven's sandals falls off when he fights Bismuth. Jasper knocks both of his sandals off when she slashes him. Steven is still barefoot when he throws Eyeball out of the bubble. These are established as three of his greatest failures in Mindful Education, and they're all times that he's doing what Rose would've done.
And speaking of Mindful Education, Stevonnie is always barefoot.
Steven's shoes tend to fall off when he does things that make him more like his mom, and he even directly addresses it in Rose's Scabbard

She made up Lars and Sadie in college, and probably planned on making him go to space before she even decided to make Steven Universe in the first place.
I wouldn't be surprised if SU was entirely built around setpieces involving Lars and Sadie, and it was only later on that she realized they weren't main character material and reworked everything, while still keeping her original setpieces.
Ideas evolve like that all the time.
