I think Justice society lends itself more to Hollywood's style, actually. Less of the actors have to wear masks so you get to see their faces more, actors love that shit, they want more easy recognition, that's why a lot of actors generally avoided superhero movies in the past.
I'd make Justice society a separate thing from Snyder-verse and merge it in a mini-crisis like >>93034380 said. That would be the best way to handle it. Just something small like supervillains finding a hole the terrorize both universes and they fix it by combining worlds and then beating up the bad guy so he can't retreat to the other universe, or something.

I like the post Crisis version of the JSA being the 40's era heroes.
BvS did sort of establish that there have been superpowered people doing their thing before Superman came along.
Maybe Dr Fate and Alan Scott, possibly Starman can fit in there somewhere without causing too many issues. You could even have them teaming up with Wonder Woman at some point in the late 40's or early 50's
JSA joins WW in WWII. they all get lost in Ragnarok which explains where Wondy was until modern times. She is still looking for a way to get the rest of the JSA back.

It's by far the best character design out of the whole lot of these.
This said, while TECHNICALLY DC could make use of any of these characters since they're public domain now, it would never happen because WB couldn't control the merchandising rights to them. The mere fact that anyone could come along and produce professionally-crafted merch of any one of them and WB could never get a piece of that pie means that they'd have no interest in doing so. Not when they have a whole stable of their own golden age characters they could use instead.

I remember thinking about how you would do this years ago. The only way I could figure doing it without using the multiverse I by making it so that non-powered mystery men like Wildcat and Sandman existed, but not superpowered heroes like Doctor Fate or Johnny Quick. That way continuity isn't weird for having people freak out at the existence of Superman while still remembering Iron Munro. My reasoning for why non-powered mystery men existed was that scene in Man of Steel where a young Clark was playing with a towel pinned to his shirt like a cape, because without mystery men or comic book heroes, capes would never have become associated with heroics and childhood play.

I once tried to write a script for a show based on "Golden Age" DC called Golden Age Mystery Theater. It was structured kind of like Baccano or Durarara with seperate stories that link together. One of the stories was Spy Smasher and the Unknown Soldier steal the blueprints for the Nazi's Warwheel.
