It was supposed to be a direct to DVD or TV movie (forgot which one) called Arnold Saves the Neighborhood (Jungle Movie was planned to be the theatrical release). Normally, TV/DVD movies have very similar production values to the shows they're based on.
However, Nick, for unknown reasons moved the thing up to be a theatrical release and it's failiure kept Jungle Movie from being produced for over a decade.
The only explanation I could give for the shading is that it was applied in a rushed manner to the MCs in order to give the entire thing a more theatrical flair than the TV show.

The Jungle Movie was subject of constant delays and kept getting pushed back, so that's why they moved up the Arnold Saves the Neighborhood film instead.

It was supposed to be an hour long TV special if I'm remembering correctly. I vaguely recall reading an interview where the guy said they were told like halfway through production that they were changing to theatrical release.
Just from the Boxart I can the tell what the problem is. It looks too fucking clean. The show had kids living in NYC (probably) and that place is a shithole. The show has washed out colors. That looks too bright and colorful. Am I right?

I think Nick wanted a theatrical release because they were hoping for another success like that of the Rugrats movie. After it flopped, the creator was probably like "screw this" and left.
Shading is indeed important.
