It is in the same universe as Wanted, but The Fraternity would be trying to cover that shit up or would've killed Nemesis sooner. I think it has more to do with the Fraternity being significantly weakened at the end of Wanted that it allowed Nemesis to make even bolder moves (the bullet train, his actions in the US) and also not doing anything when Dave and the others became superheroes.

At this point my only headcanon is that all of this horseshit is happening in the same universe/multiverse that Wanted is happening in. Otherwise, I refuse to believe any of that makes even a lick of sense outside of Millar's mind.
