No, at very worst Bumi and Kaya felt neglected by Aang since they weren't airbenders. They later acknowledge that he was never outright dismissive of them and while he obviously demonstrated a little favoritism to Tenzin, it wasn't egregious or abusive and they had aperfectly content childhood.
