If you don't know how to arrange images sequentially before starting a program it'll be too overwhelming. It's not the best way to learn. For now just merge a few images in paint (or scanned pencil) and arrange them at ezgif.com to get a feel for movement first. It's not something you can learn without practicing.

You draw a picture, then draw another picture that's a little different, and every 12-24 of them you have one second of animation.

If you're talking about 2D animation, programs won't really make it too much easier. The basic features you want are onionskinning (being able to see the previous/next frames) and tweening (automatic movement) for backgrounds and stuff.

3D animation is a lot easier. There are courses on it and stuff.

I took animation in college. It was literally the hardest thing I've ever fucking done.

I suggest messing with simple forms like spheres and cubes rotating around before doing characters. Rotation and squash and stretch type of stuff. When you eventually do characters I would suggest a simpler design (maybe 3 strands of hair instead of 7) because you're literally going to be drawing the same thing 50 times.
