Probably not. Stopman can stop time as long as he wants. He's pretty much Za Warado on steroids.

In contrast, Flash had trouble with Zoom(Zolomon) who's as close enough to a time stopper as one could get. Flash could never get as fast as him since Zolomon could technically make himself as fast as he wanted to to the point where even The Flash himself moved in slow motion to him.

Fast enough to stop time when someone attempts to shoot him, but slow enough that someone can make the attempt. I'd put it at a similar level to Wally's infamous bullet at his back in the theater scene.

if stopman stops time first, then flash is helpless to stop stopman
if the flash moves first, then he can defeat stopman before he can even think of stopping time

The thing is Stopman seems to have some level of cosmic awareness since he knows when a woman is going to attempt a violent act, however his reaction to that attempt is not instantaneous.

Also, he can reach across dimensions to pull other versions of himself in to help him so we shouldn't forget about that.

If he was really stopping time, as opposed to just slowing it down, then he couldn't damage nor interact with anything because the molecules wouldn't move (physics requires time). The air itself would be a solid that he could not move through.
