The Rock really hasn't had a profitable action picture that WASN'T a Furious sequel - and the things he has top-lined (Hercules, Baywatch) were bombs or underperformed (San Andreas, which cost $110 to make, probably $180-200 with P&A added) and only was saved by WW grosses at 473 (but that still ekes out a bare profit of a few million to the actual studio).

HOWEVER, Toby Emmerich who was formerly head of New Line, where a lot of The Rock's films have been made, was just kicked upstairs to be head of WB so I suspect the film will be made, but at a lower cost (Antman money versus BvS or MoS production costs).
