Rocko is probably the most relateable character for me in fictional media.
No real quirks, gimmicks or anything. Not crazy or wild but also not a complete stick in the mud. Just a sensible average Joe.

It's weird, Rocko's Modern Life had some bizarrely adult premises for episodes that I don't think I've seen in any other cartoon intended for children.
And I don't mean adult like those scenes where Rocko's working at a phone sex hotline, I mean situations kids won't necessarily fully understand. Like the episode where Filbert's petrified of asking Dr. Hutchinson to marry him, or the episode where Ed is horribly depressed that he's too old to accomplish anything anymore. All the episodes were zany enough that it was entertaining to watch as a kid, but most episodes are almost COMPLETELY different when viewed as an adult, which is amazing to me.

Yeah, I agree. I've been watching Rocko's Modern Life a LOT the last few weeks and it's almost chocking how adult it is. I haven't watched Hey Arnold in many years but I plan on doing so. I think a lot of these "Slice-of-life" cartoons, if you will, were often very relatable and adult.
