Darkseid is the most evil archtypical evil but because he IS not human, his evil is more distant from us.
I think characters like Johan Liebert and Sheng-Ji Yang are the most evil human characters. You can say that perverse serial-killers are the most evil but the threat they pose is minor, guys like JL or SJY can change the course of history. They have to feel grand but yet grounded. Inhumanly perfect.

The best kind of evil im my opinion would be a evil that exists without bound to a character.
