As I've heard it described https://youtu.be/u5Cdguyut8s?t=5m2s much of the first ideas for BTAS were really very much experimental in atmosphere, animation and all that.
I figure when the costs for that exceeded the pace of output, payoff and so on simplification was just inevitable if they were going to keep doing more.

I'm not a fan of all the TNAB redesigns but there are some good ones and most of all it helps transition into Batman Beyond where the sleeker, simplified aesthetic does pay off well for the setting.

As of making Batman & Harley Quinn there's no telling if they could go forward with more ideas for the DCAU as short movies.
Like Assault on Arkham for Suicide Squad it might help people get an idea of what DC has to offer in case they ever do get ground for the Sandman movie.

What I really like about this is as dour a real life story it is, it manages to incorporate elements of the fictional characters and theiry psychology so well and in a way that only a skilled storyteller could imagine the careful transitioning in and out of. Their presence in general helps elaborate the warped reality we feel as humans in the cacophony of life without distracting from it still being about something grounded in the human element.
Batman and a host of others are there but it's still a story about someone being denied, beaten, belittled and having to re-evaluate themselves and the vulnerability and flaw of us and society, Batman's infamous Rogue's gallery of varied psychosis helps those ideas to become a little more molded into names and faces.
