And further, after America signed a treaty with the Soviets to stop all research, America kept going because they assumed the Soviets did the same. That was probably where they got the idea for the mask look, in the movie. I bet in the concept art we'll see her wearing a full mask. It'd make for a neat twist for the audience to see "hey, she doesn't look that bad underneath", but I can see why it'd be difficult for the actress.
