The entire point of him being chosen to be a super soldier is because of what he ALREADY was. Its the same deal in comics.

His conflict comes from his relationships with his friends and the governament.

Nah, there are more ways to deal with storytelling. Tolkien for example hated the idea of people inserting Hero s Journey on everything, he made The Lord of The Rongs with that in mind.

Frodo was the character that would have a Hero Journey

While Aragorn would be different, he follows the "national hero, similar to Beowulf and other mythological characters" view, where the story is about who the hero ALREADY IS, not who he becomes on the journey. Which reflects more Steve too on the movies and the comics.

Well, you've kind of hit the nail on the head, although in a dickish way. Cap is always part of an ensemble, so the fact that his character remains the same helps support the other characters in the story.

Shitting on Cap for not being interesting enough is like shitting on the bassline of a song for just playing the root note. He's a strong simple foundation that the others can work off of. If you have too many characters going on too many different personal journeys it becomes a muddled mess.
