It probably would have made more sense if Cybertron was smaller than Earth, like in the cartoon. The moment it showed up and was bigger than Earth, I didn't get how this plan would ever work. The cybertronian population problem would make it so that they'd never be able to manage a slave race the size they'd need to do any major work on the planet. But, Sentinel Prime and Megatron are both ALSO fucking idiots, so they probably just didn't think any of this through.
