For context, Wonder Girl was originally included in the Teen Titans because Bob Haney wasn't aware of who she actually was and just thought she was Diana's younger sister.
In reality she was just Wonder Woman when she was younger, like Superboy. But Haney saw issues where she was teamed up with her older self and got confused (those were actually "impossible stories")

I'm a longtime Titans fan and I've always liked both Donna and Garth despite their kind of irregular and poorly explained backstories.

Essentially a good barometer for the weird shit going on at DC at that moment. She was made from a continuity snafu when everyone was trying new shit haphazardly. Then by the 90's she got revamped into a powered armor edgy space hero to be Xtreme Kool. Then by the Nu52 she got another convoluted backstory to reconcile shit just like every other character.
It even carries over into other shit. In the MMO when everyone else carries over a cool nickname she's just "Donna Troy" since all her other titles are unavailable or taken by someone else and Sony really didn't feel like taking the effort, just like a lot of shit they make.
When stuff with Donna is good, it's an era where DC is doing good. You can reverse that for Bad too.

Eh, I can't say quite why I liked her. But she is great in the end of Byrne's run (like, the last couple issues) and in Jimenez's run.
I guess I'd describe her just as... sisterly? Where Diana is very motherly and Cassie is like a much younger sister. Donna kind of came off like a cool older sister to me.
But also keep in mind the only NTT characters I was never fond of were Raven and Jericho.
To me they were like these cool older kids. Felt very relatable to me. Dick's like your big brother, Starfire's his hot girlfriend who's actually really cool, Donna's like a big sister, Cyborg's the jock who's really nice, Changeling is the funny guy, etc.
They're all very simple so when people ask me to describe their personality I can't really do it. I can't say WHY they're compelling, they just are when they're all together like this.
And then there's the dumb fucking little kid 1337 hax0r. I hated that archetype even when I was young and first obsessed with computers.
I believe X-Men held a lot of the same appeal to people, but I never got into them so I can't say for sure.
As a kid I never thought of these as DC characters, actually, just as "not Marvel". I was a big Marvel kid.
But I've kinda got off track here, so back to the comic
So the whole point of this was that, after Crisis on Infinite Earths, most of the NTT's history was kept because it was super popular.
But Donna no longer made any sense because Wonder Woman was revamped to be about 22 years old, no longer a founding JLA member and having come to man's world around the time of the Legends event.
So now you had a Diana who would have to have been like 1 year old when she rescued Donna.

Honestly, Donna being originally an anti-Wonder Woman type villain who reformed under Diana's guidance and became part of her family is a pretty neat origin that ties in nicely with Diana's themes that had the misfortune of being shackled to one of her worst runs.
