Inuits. Though you could argue that they may, on an ethnic level, be a kind of exagerrated version since Inuits in real life are ugly as all hell and you got a straight up hottie like Korra.

Mostly, but not quite. Ethnically, Air Nomads, Earth Kingdom and Fire Nation are all east asian/oriental. Though their respective cultures are MOSTLY based on different aspects/periods of Chinese culture. For example Air Nomads are based on Shaolin Monks, Fire Nation is based on the Tang Dynasty and the Earth Kingdom based on the Han Dynasty. Though both the Fire Nation and Earth Kingdom do have small bits of Japanese and Korean elements thrown in here and there.

But then you get subcultures. Like the Swampbender guys supposedly being a combo of amazonian tribes and bayou hillbillies. And the Sun Warriors are way to obviously, culturally and ethnically, Aztec based.

And then there's Phatik, who's even more obviously a Hindi.
