Dr. Manhattan is a Superman Antithesis, born human and who was the only Superhero of his world. He connected with (almost) no one. He inspired nobody. He can barely see the difference between a corpse and a living pregnant woman.

Watchmen was about big questions, and the characters failed to answer them, but none of them were Superman.
