Why is Steven's intelligence dependent on the plot. Sometimes he's actually smart and rational about things. Then when he needs to be stupid like Room for Ruby he's an idiot.

Inconsistent writing, well really in this case it's because Rebecca has very few guidelines on how characters are portrayed and the writers don't have people proofreading their work to see if the way they have characters work in the plot is within what they're supposed to be.
