I think it's more to do with what Batman does than what he dreams of doing.

Or, more simply, imagine Batman with the powers of Green Lantern and complete freedom from the Lantern Corps. Imagine a Batman with a Lantern ring, unlimited energy, and a lot of free time on his hands.

Yes, everytime he gets powers (unless johns is the writer) Bruce goes crazy, uses his powers un ways he is not supposed, doesnt sleep, and pretty much tries to put the world in a bottle.
