Dexter has a better understanding of the scientific method, and more comprehensive knowledge of science in general. In a laboratory scenario, he will achieve better results in less time when assigned to a ask. However he's reliant on that laboratory scenario. Jimmy on the other hand builds everything in a shed.
Example; they both made a device that could control the flow of time, Dexter's was much more sophisticated and could be worn as a belt, but relied on having an assistant to work the controls, Jimmy however just built his out of an old microwave. Jimmy plays fast and loose with science and that's the only way he knows how. Things go wrong with his inventions because he LETS them go wrong, every single use of his inventions is an experiment, there's not testing phase. He just builds it, uses it, and when something goes wrong he fixes it in a dangerous, ever-continuous process of evolution.
So, if you want something specific built and you want it built well, you call Dexter.
If you need a solution to a problem RIGHT NOW, you call Jimmy.
