The only other time it happened was Flashpoint which was also stupid garbage. The other time travel stories either establish the time travelers are outside causality (like chain lightning) so as to prevent paradoxes, or actually logically remove the problem of the paradox with the time travelling.

This does neither. It's bad writing. If a writer can't handle the most basic, fundamental premise of time travel then they shouldn't attempt it lest we got awful stories like this one.

Speedster did not go full speed force at that time, not since Barry in CoIE

Now you have years behind of thawne, zoom, flashpoint, rebirths, go faster than death, barry is back, a lot more crisis, JLA wally and some crazy shit so for them does not look so great but in the time it was a game changer story and I am with you that a definitive top wally story if not the most important.

The point wasn't power levels explicitly. Neither of them were doing the insane silver age stuff they used to do. It was about establishing that yes, Barry and Thawne are better than Wally and Wally needs to grow up, get over Barry's death, and doing that will making him worthy of being The Flash.

If it was about power levels they'd have been breaking the speed of light and doing ridiculous time travel all over the place. It was about Wally earning his place, not "whose da most powerful Flash????"

Even the Wally v Thawne fight had Thawne just barely outclassing Wally until the timely lightning bolt, as good a symbolism as you'll ever get of Barry passing the torch to Wally. If you think that was about power levels then you have a very shallow view of storytelling.
