I have questions about how tax write offs work. I know it prevents old episodes of a show that got written off from ever airing again, but does it prevent new episodes from being produced. Also, do these practices apply to streaming services?

I believe that everything pertaining to the IP is affected so long as it is connected to the production that is "written off".
People here keep saying that they should continue it under a different name, but that will possibly lead to more legal trouble than anybody realizes.

Nope it's totally legit. They could continue the series with a different name or even just the same name with a subtitle added. As long as the logo is changed visually as well. If it's continued under new branding you can skirt around the tax write off because it's considered to be a new property even though it's in the same world with the same characters.
