Marvel is run by Disney now, and they have cutthroat business practices unlike anyone else in the industry. Using x-men or ff would make them more popular (just compare the popularity of, say, Shuma Gorath before and after the games), and making them more popular means free advertising a movie that won't be made by them.

A lot of people loved joe, and I don't see why even if people didn't use amaterasu's stuff it means she can't be in. I agree that phoenix's whole strategy of collect RNG evidence and become stronger is dumb but a lot of people hated that but still loved phoenix as a whole. It seems like some other characters, even the ones who have been in the vs series since the beginning, have some changes so I don't see why phoenix can't get any.
