Well, Kyle exists, so presumably Kyle was the first GL from Earth. Then he was so good/useful that the Guardians stationed him on Oa for freelance/deep space Lantern stuff. Sector 2814 was suddenly without a Lantern, so another ring was sent out, and it chose John.

I think this is canonically established, but i'm not sure. I just like to think its after the Whole parallax deal and he erased himself out of despair. That's my headconnon.
