Rewatching Justice League and got to the episode where these dudes are introduced. I really like their gimmick. Do they come back in the comics?
What comics? the tie ins you posted or the actual DC universe?
Comic book Royal Flush Gang are interchangable loser villains who have zero resemblence to their JLU counterparts.
Basically they are a bunch of costume goons (save for Ace, who alternates between being dumb muscle and a robot) who used to be a street gang JLA villain Amos Fortune ran with and generic goons for heroes to punch in big battle scenes.

I'm not sure how many times it took me to watch this episode before I realized they were voiced by the Teen Titans.

Some times they are a whole deck, A to K for each suit.
Joker should run the Royal Flush Gang.
