Same reason a lotta cops hate Internal Affaris division, plus long, long, looong-standing grudges from the Cal era. SJS in general are seen as duplicitous, back-stabbing motherfuckers just aching for a chance to lock judges up for the smallest of grievances. It doesn't help that they also run random stress tests where they'll kidnap a judge and interrogate them for days just to see if they're up to it.
In Lawless, particularly, they're also hated for the Zhind War thing from Insurrection, where the SJS went full Inquisition and sent a massive fleet to punish a rebel colony.
