Did he ever consider NOT betraying someone?

For all that Aku goes on about having "finally" captured Jack and his sword in the finale, there were numerous times he'd done it before or had the Samurai utterly on the ropes. "Jack Under the Sea", "Jack vs the Ultra Robots", etc. Each time Aku was undone just before killing Jack because he randomly and unnecessarily chose to screw over someone he'd made a deal with for zero gain. Did it not even once occur to him that if he just made a bargain and kept it, he'd likely be able to do away with Jack?

Giving Scaramouche a new body and giving the Cult of Aku his essence proves he is at least familiar with the idea of rewarding someone for being useful to the Greater Evil/stroking his vanity. Are we seriously to infer that after years and years of endless conflict it didn't even cross his mind that he could at least refrain from double-crossing until Jack was dead and his perpetual rule assured?

1.) Wins
2.) Does not act like Aku has any obligation to give them anything

Aku WILL reward you if you don't remind him you're owed, or if you manage to couch it in sufficiently slavish and grovelling terms. Unless he's in a bad or sadistic mood.

There's no point stretching things into the hypothetical to make this case absolute. The absolute fact of the matter is they reneged, he did not.

Aku has an established rule at all because there are people like the engineers who he works with through a stable relation. He doesn't betray everyone, just people who over stretch their reach into what is rightfully his or not rightfully their place to demand of him.

Aku sunk the Triseraquins city, their expecting him to undo the act is defiance against his will.

By what right?
I'm not remotely saying Aku or any deity is good or right, but I don't understand why people expect any of them to behave in a way subservient to mortals. Aku has existed and ruled long since before any of these people were even born, their very existence at all is through his will. As he sees it they owe him everything, including their unquestioning service, and he owes them nothing.

And, powerful as Aku is, these aren't comparable to any kind of classical judgement by some god. Aku is by his own proclamations evil and completely in opposition to morality. More to the point, his betrayals actively cause his defeat on more than one occasion. Yet he never stops to consider not doing them.

"FOOL" is usually a pretty clear sign Aku is not pleased with someone's behavior.

Why should he? Consider the case with the Ultra robots, all Jack had to do was pray and he got out of the bind. The little arm enhancement was useful but not necessary.
Hell he got his sword back recently again through similar means.
There is no moral lesson to be learned for Aku, he exists in a world where, even if the plot holds it back to build tension, divine intervention is against him.
Under no circumstances would the gods allow his victory to remain permanent no matter how indefinite it appears.

In fact if we're going to talk of learning anything from anything, the very first person Aku gave the benefit of the doubt was the Emperor, who immediately threatened, shot arrows and cut him.
