I hated how Gadget was rarely ever allowed to actually do anything, it was always Penny and Brain. I get that he's a bumbling lawman type but even those characters get to save the day in the end. I mean, what's the point of making him a Swiss Army Robocop if the show never puts his powers to good use? It's from Gadget Boy, it was the pretty shitty follow up to Inspector Gadget that was redeemed only by the villainess Spydra (if you like amazing hourglass figures, multiple arms, masked faces and abusive domineering personalities - good taste) and Agent Heather, who was pretty much an adult Penny counterpart to Gadget Boy's kid Gadget.

Making Gadget not only incompetent but also a child just made him completely unlikeable. I remember really not liking it compared to Inspector Gadget even as a kid, but I watched just for Spydra. She was the first cartoon character I ever had sexual fantasies about.

Clearly meant to be a cyborg, but it was never established in the cartoon how he became the way he was, unlike the first live-action film that gave an origin. Ignoring Gadget Boy (which would only raise questions about how someone who is largely machine can go through puberty and grow into an adult), it's likely he was just someone who underwent cyberization for whatever reason and then got conscripted into being a kind of secret agent/superhero detective.

Would be kind of interesting if someone did a cartoon that had some serious elements to explore his past, but still maintain his loveable oafishness as he bumbled through case after case.
