To answer your question in a non-ironic way, ignoring the fact that 'cuteness' is a subjective perception, and that explaining it is probably not the point of this thread, I'm going to go with this;

The way he is designed and the way Felix animated him. The fact that he is capable of actions that are, and put into a world that is 'surreal' and nonsequitor despite the somewhat grave subject matter (killing kings for their crowns) his design and execution of the short plays it more like a romp of pokemon with a 'gotta catch them all' plot and tone. You're not disgusted by Double because most of it is played for laughs and isn't to be taken seriously. His single mindedness and childish behavior only adds an amusing layer to his character. He's like a puppy chasing a chew toy.
