The majority of marvel villains have been better than their comic counter parts in the case of most of their appearances.
Mandarin, Ronan, Malekith and one or two others were forgettable and underwhelming, but let's not discount the rest for the mishandling of a few.

Well it keeps killing them off for a start. What villains have survived their respective movies?

Every other movie has the antagonist dealt with, either killed indirectly or kept due to fan outcry (see Loki). Every movie becomes a glorified villain-of-the-week scenario and we have to see how our scrappy heroes deal with them. Lacking a consistent villain, they don't have time to develop as a persistent threat and thus fall short.

I think comic and mcu Red Skull are equal, but that still is definitely a credit towards the mcu considering how generally entertaining the comic version is.
