Spiderman is not intimidating simply because he decides to not be. Parker is always spouting dumb shit when he fights.
Now imagine he actually he wants to scare the actual shit out of somebody. Just use a costume that is not the red-and-blue friendly neighborood spiderman one, crawl a bit on walls in a dark environment, twist unnaturally just a bit (since he is super flexible and atheltic as well) and boom scary spiderman.
There is fundamentally little difference between what Batman can do and Spiderman can do (except for the super-strength part) it's just that Spidey really doesn't give a shit about psychological warfare.
