Especially the ending. It was a good idea but they sacrificed Captain America's character and ended the entire story on some stupid argument about crossfire. Cap suddenly becomes blind with rage and started blowing up New York, then snaps out of it and suddenly the story's over because he's a terrorist now. Whatever. Then incidentally Cap gets shot, to force something meaningful to happen.
Why is Civil War propped up as meaningful and important? Is it just a big example of an event or what? Why couldn't they just write an ending that was relevant instead of making all the characters decide the whole thing was stupid to begin with?

Actually he had editors. There is a Civil War BTS GN where it details some of Millar's more outrageous ideas (which editorial shot down) including the clone of Thor being the real deal, the return of Hulk from Sakaar during the battle and also an alien invasion.

Even the Marvel writers know it. They warned the film guys that Civil War left characters like Steve and Tony practically unusable afterwards when they were preparing to do Civil War. Movie was shit too, so it didn't help.
But it sold a fuck ton and is extremely well known among casuals so it's a "classic". CW2 was them trying to recapture the sales without actually messing with the status quo.
