The girl is Taiga from a garbage anime called "Toradora". In it she falls in love with her next door neighbor, but displays very controlling and as the weeaboos call it "tsundere" tendencies that add comedic elements to the show.
The green being held on a leash is a cartoon interpretation of an Anonymous user on 4chan, often sporting green skin with a question mark over their face and a suede suit.
In this depiction of the two of them; Taiga is holding an Anonymous user from /a/ on a leash; at the time of its airing /a/ was infatuated with the show, more specifically, Taiga. They proceeded to shitpost and worship the fictional Japanese character with phrases like "I would drag my balls through 500 miles of glass just to hear Taiga fart through a walkie talkie!", meaning that the anonymous /a/ user would go to extreme lengths to be with a drawing of an underaged school girl, and would allow themselves to be dominated by her in instances where she displays her controlling behavior as mentioned earlier.
