This is a very weird coincidence. I can't seem to find any official connection between the characters.
What bugs me is that the descriptions of Springheeled Jack legitimately sound like they could be describing Batman or Hyper Adapter.
Have there been any other coincidences like this? I've read about writers and artists like Alan Moore "meeting John Constantine", but this is at a different level.
