That's it. There's literally no other reason. WB wanted a GL movie, and wanted to have him as the GL in the Miller JL movie, but after that went nowhere Johns as Executive, CCO, and consultant included Cyborg in the league so he would fill the nig quota, with him as the black guy there was no need for John.

It's funny, Johns shilled Cyborg so much that WB announced a cyborg movie, as the time passed they understood Johns sold them Snake oil and tried to put cyborg in the flash movie, killing that movie. As for GL some people in WB wanted a buddy cop movie... With rookie Kyle and John as the veteran and Hal as Parallax, i can't imagine how much that triggered Johns, but it want until recentrly that it was decided it would be just hal and john. But in general Cyborg is one of Johns biggest fuck ups and already killed a movie and made the GL movie an even bigger pain in the ass at WB, since most suits just don't want Hal.

The problem is that Cyborg doesn't have the same weight of all the other characters in many ways.

He doesn't really have his own rogues gallery
He doesn't have any "Definitive Stories"
He has no long standing impacts on the DCU
He doesn't have a very strong cast of side-characters

The only thing he does have is an interesting power set, that is completely wasted by uncreative cape writers. I guess he also fits in the power level of the league and the whole "Gods Among Us" "Mount Olympus" analogue that some people like to play up, but his whole "cyborgness" is really poorly implemented for the most part, whoever is writing cyborg should take time to read some old school robot/cyborg related manga, like 009 Cyborgs, Astro Boy and maybe Detective Keiji.

I can't speak for anyone else, but I watched JLU and for the longest time, I thought that Jon Stewart was the original Green Lantern, not Hal. I didn't really know about Hal Jordan until Batman v Superman hype started. There was one animated movie I saw around the same time I was watching JLU that covered Hal's origin and his first fight with a Yellow Lantern (might've been Sinestro) and that was it.
