You can't really compare the two duos.
Mordecai and Rigby are obnoxious as fuck and their comedic "flair" if you can call it that comes from being loud and catchphrases; they come off as manchildren half the time, whereas Reginald and Beartato are silly goofballs that often rely on nonsense or surrealism for their comedy, even when they are being somewhat jerks, they carry themselves like Mr Bean, in the sense that it better captures childlike mischief whimsy in the body of a adult much better.
One's simple and the other's simply trying too hard.

The reason Reginald and Beartato is so funny is because it has comedic timing of a four panel comic down to a T:
panel 1: Introduction to setting/ characters/ story
panel 2: Development of the story/ joke
panel 3: Twist
panel 4: Climax
The reason a lot of shit tier comics are so unfunny is that they don't know how to time them, it's of utmost important to not continue after the climax and say something memey like "I immediately regret my decision" and completely derail the flow while adding no real value.
I just went to nedroid and pressed random for pic related to prove how consistently Anthony Clark does this.

I remember Weaver making a point about this during one of his rare streams. He criticised how commonly the joke would happen before the final panel in newspaper comics. Then, as a final panel, the other character would give an aside glance or, as you brought up, say something memey to ruin the flow. If the joke is bad and you want the audience to relate to the other character, then the joke is bad and the audience isn't laughing.
It's not a hard concept.

What I suspect is that you aren't properly counting your calories. Like I mentioned earlier: eating two sticks of butter still puts you UNDER the average recommended caloric intake.
