That anon is being selective. Even with his code, Cold gets in trouble plenty of times. Nobody really likes him in his line of work. There is some respect amongst his Rogues, but other villains look down upon him and mock him. He encouraged his sister to follow him into his "line of work" which got her killed, etc. Also, Flash would haul Cold right off to prison if he killed someone.
