Baker's run was written to make fun of Golden Age Plas or comics in general. Hell, he works for the FBI, just like he did under Cole, and the characters discuss his past like we would discuss specific issues.

Also, Baker's run isn't part of main continuity, unless you want to believe that stuff like Dr. Light raping Billy Batson's dead body is actually canon. I'm not sure how editorial let Baker get away with that, actually.
