monk gyatso needs to be in S tier you fucking swine

I feel like every white lotus master should be around the same tier, so S or SS. I'd also move Zaheer down one tier since he wasn't really that strong, he just used the poison to get an advantage. I also think that Mako and Bolin should be the same tier as they rely a lot on teamwork when they're fighting and felt about the same strength.

Otherwise it actually looks pretty good. Should comet powered Ozai be included aswell though just to show that he kinda had two powerlevels? It also seems accurate that Korra would be a level below the avatar state of the others, but it might make sense to include Aang outside of the avatar state aswell, same goes for korra.
