Batman works as noir, Sci fi, superhero, martial arts, detective, horror, comedy, adventure and even as drama. You can put superman or any other character outside their normal story confort zone and will work anyway, but to a limited level, but with batman you can develop the story as a normal batman story, that means better writers will feel confident on doing anything they want with batman. You need a too writer to do a great superman story, meanwhile even mediocre writers can have am idea that becomes a great batman comic.
As for artists, I haven't heard opinions, but batman in general is way more interesting to draw.

Superman is far more science fiction than Bruce, works well as comedy OR drama, is definitely adventure in any story and is the basis for nearly every superhero that came after him INCLUDING THE BAT-MAN. Clark as investigative reporter (which was especially done well when he was de-powered in the One Year Later era) is comparable to Bruce as detective. Clark's rogue's gallery lends itself more to science fiction and fantasy (which Bruce really doesn't have), and definitely yes to a far lesser extent to horror. Both easily can work as comedy and post COIE Batman has far less humor than post COIE Superman. Noir is simply a technique and it only lends itself to Batman due to the nature of Gotham as a landscape, which is why Metropolis lends itself more to science fiction and fantasy.
Superman lends itself to thinks like mythology, legend, and historical fiction far easier than Batman. Look at the Elseworlds stories - the Batman ones are mostly nor and horror variants. Name me one Batman only elseworld that is futuristic, science based, occurs on another planet, involves time travel or similar tropes, is fantastical, etc. The only ones that fit the bill are typically both of them (e.g. Generations, or Elseworlds Finest, for example).
